On 07 November 2016, Barbara Saerbeck and Mareike Well, researchers at the Environmental Policy Research Center and the Department of Educational Research and Social Systems of the Freie Universität Berlin, presented results of the research project “Behind the Scenes”, funded by the German Research Foundation (DFG), at the first of day of the 22nd meeting of the Conference of the Parties (COP 22) of the United Nations Framework Convention on Climate Change. During the Side event “Mobilizing Climate Finance for Implementing NDCs and Low-Carbon Technology Innovation”, which was organized by the researchers of the DFG research project and the Vietnamese delegation, Mareike Well discussed with Vietnamese delegates and representatives of the University of Zurich different possibilities of financing national climate plans (NDCs). While Axel Michaelowa (University of Zurich) highlighted opportunities of marked-based mechanisms for implementing NDCs and representatives of Vietnamese ministries presented the implementation of the Vietnamese NDC, Mareike Well showed how current governance forms of the climate regime impacted on financing possibilities and pointed out that different actor types needed to deepen their cooperation in networks in order to successfully implement their NDCs.
